Good Morning NCTA,
The NCTA Governing Board, Executive Committee and Legal Team are pleased to share the attached letter recently sent to the United State Congress advocating again for necessary test security revisions in the Higher Education Opportunity Act (P.L. 110-315)(HEOA).
As we have previously discussed, current law provides that institutions must use one of the following methods to verify the identity of a student who participates in an online distance education course: (1) secure log-in and passcode; (2) proctored examinations; or (3) new or other technologies and practices that are effective in verifying student identity.
We, the National College Testing Association, continue to be specifically concerned with the inclusion of “(1) secure log-in and passcode” as an acceptable identity verification approach.
The NCTA has advocated for the inclusion of the following (in red) to Part H-Program Integrity, Section 496 (20 U.S.C. 1099b amendment to paragraph 5, ii.):
(ii) the agency or association requires an institution that offers distance education or correspondence education to have processes through which the institution establishes that the student who registers in a distance education or correspondence education course or program is the same student who participates in and completes the program and receives the academic credit. Identity verification processes should follow multifactor authentication, and may include proctored examinations, or a combination of verification of government-issued identification document, secure login and password, and biometric authentication.

Located in the Fox Valley suburbs, about 45 miles west of downtown Chicago, Waubonsee Community College has four campus locations and a wide range of academic and career programs tailored to meet the needs of students, community members and professionals alike. Waubonsee opened its Aurora Fox Valley location on the Rush-Copley Medical Center Campus in Aurora, Illinois, in January of 1997. In 2016, there was a major renovation of that campus, which included the opening of a new testing center. The campus is now home to a majority of Waubonsee’s health care programs.
The Learning Assessment and Testing Services Department is committed to facilitating student success by providing a broad range of testing services. With 19 staff members throughout our four-campus network, the department supports Waubonsee students, staff, faculty and community members looking to fulfill academic, career and certification testing needs. In 2015, Learning Assessment and Testing Services received NCTA Test Center Certification for their Sugar Grove, Aurora Downtown and Plano testing centers, and is now pleased to add our fourth NCTA certified testing center.
Erica and team continue to provide the highest test administration standards and excellent service to a wide variety of students and community members from their locations in suburban Chicago.

NCTA Responds to the Cheating Scandal
The National College Testing Association (NCTA) is deeply distraught by the allegations contained in a federal criminal indictment unsealed yesterday in Boston, that a "college prep" organization used bribes, testing by proxy, cheating and fraud to obtain an unfair competitive advantage for admission to a number of prestigious colleges and universities. Actions like those alleged in the indictment erode the public trust placed in institutions of higher education and cause serious damage to the educational process.
The NCTA works with testing providers and regulatory agencies to establish high standards and best practices for test administration, and to create ethical guidelines that ensure equal consideration for all candidates regardless of their background. Our members continue to advocate proctoring standards and procedures that safeguard test content, validate the identity of students, and present a level playing field for all. The NCTA Governing Board serves to promote professional standards and effective public policy, and are available to speak on behalf of the organization.
The NCTA is a network of more 2,300 testing professionals in colleges, universities, testing companies and policy-making agencies. Since our inception we have practiced and promoted test security within our universities in order to ensure that tests are fairly administered and reflect the performance of the intended student.
