Howard Community College Achieves Test Center Certification
Congratulations to Howard Community College for achieving Test Center Certification from the National College Testing Association. Test Center Certification indicates that a test center operates under the highest accepted standards and procedures for all types of testing.
Located in Columbia, Maryland, Howard Community College was founded in 1966 by the Howard County Board of Education. Construction for the school began in June 1969 and the first classes took place in October 1970. That first class had 600 students, today Howard Community College serves about 29,000 students in more than 100 programs.

Laramie County Community College Achieves Test Center Certification

Located in Cheyenne, Wyoming, Laramie County Community College is a full service community college established in 1968. The school offers nearly 800 associate degrees and almost 30 certificates of completion. The school serves over 6,000 students annually and has articulation agreements with about 20 universities to make sure that most class credits will transfer. |

Community College of Aurora Achieves Test Center Certification

Located in Aurora, Colorado, the Community College of Aurora began in the 1950's when a group of citizens wanted to have a community college close to their community. Through its efforts, it was able to gather citizens of the community, business, educational, and civic organizations together to bring this to fruition. In May of 1983, the Colorado General Assembly created the Community College of Aurora. Today CCA is a modern, up to date institution serving the Aurora community. |

NCTA To Participate in ATP's Featured Speaker Series
NCTA has been asked to participate in a cross-industry panel as part of the Association of Test Publisher’s Featured Speakers series at the 2018 Innovations in Testing Conference in San Antonio, Texas, February 18-21. As part of the Featured Speakers series, ATP is promoting the value of testing across the assessment industry.
Last year, NCTA joined several industry associations on a panel focused on how negative media coverage, the opt-out movement, and recertification challenges have raised questions about the value of standardized testing. The panel discussed efforts and challenges to positively lead conversations concerning the value of assessments. In 2018, the conversation will continue to highlight what has been done and what work still needs to be accomplished. A short abstract is below:
Communicating the Value of Testing
The testing industry impacts nearly every aspect of our lives, from healthcare, structural engineering, and air quality, to education, finances, and insurance, just to name a few. Despite this impact, testing has received significant negative attention from media and various legislative officials. As a result, test publishers and credential issuers are facing growing needs to better explain the value of quality testing and the rigor which it entails. Join experts from across various assessment industry associations to discuss the value of testing to our communities and how we can better communicate and positively demonstrate that value. Indiana State University Achieves Test Center Certification
Congratulations to Indiana State University in Terre Haute for achieving Test Center Certification from the National College Testing Association. Test Center Certification indicates that a test center operates under the highest accepted standards and procedures for all types of testing.
Indiana State University was founded in 1865 as the Indiana State Normal School. The core mission of the school was to educate elementary and high school teachers. It was renamed Indiana State University in 1965. The Princeton Review has named Indiana State as one of the "Best in the Midwest" for 13 consecutive years. ISU is noted for its focus on public service and is a member of the President's Higher Education Community Service Honor Roll. |

NCTA Drafts Letter to Congress Regarding Test Security in Online Courses
The Governing Council, along with several NCTA members, has completed the work of drafting a petition to the United States Congress’ Committee on Education and the Workforce as well as the Committee on Health, Education, Labor and Pensions to alter the current wording of the Higher Education Act (HEA) specifically as it pertains to test security in online courses. We have asked that the committees revise the requirements for test taker identification in online courses. Currently, the law allows for a username and password to be one of the allowable methods institutions can use to verify the identity of a test taker. As all of you are aware, usernames and passwords can be easily shared and are not a guarantee of test taker identity. The NCTA is part of a larger group of organizations within the testing industry, including the Association of Test Publishers and several testing companies, which are committed to improving alignment with industry-developed best practices and improving the security of assessment within online courses. The NCTA remains a committed advocate for the testing industry and will continue to keep the membership apprised as the situation evolves.

The University of Florida, located in Gainesville, Florida, is a senior member of the State University of Florida that goes back to 1853.
